The program aims at enhancing the capacity of Africa’s national agricultural research systems (NARS) in partnerships with regional and international organization and private sector to drive demand-driven science and innovation to contribute to enhanced food and nutritional security and resilience of smallholder farmers in Africa. Its focus is on building strengthening the scientists and institutional capacity on biosciences, capacity on demand-driven research and strengthening the use of technology platforms to transfer innovations in the NARS including less resourced NARS/fragile States. The objective of the evaluation is to measure and report on the performance to date of BecA-Sida partnership in meeting the set objectives and milestones and make recommendations for the future partnership. The evaluation interrogated the progress, achievements and challenges encountered with reference to the original stated objectives, and the extent to which the program fulfilled its mandate and delivery of expected results towards contributing to business climate reforms.
